Opportunity 1: Development of a Southern Tier Behavioral Health Navigation Collaborative Hub Model RFP

 

We are inviting proposals from organizations interested in collaboratively developing a Behavioral Health Navigator Hub to support people with Serious Mental Illness (SMI), aligned with the broader regional vision for calendar years 2026 and 2027.

Care Compass envisions a model of behavioral health navigation across the Southern Tier region that begins to align the level of resources allocated with the support required to holistically address complex needs for people with Serious Mental Illness at the point of navigation instead of care delivery. Regional hub collaboration will improve access to comprehensive services that address interrelated clinical and social care needs using a system of coordinated, dedicated resources to assist people with Serious Mental Illness.

Organizations must meet the following criteria:

  1. Provide services that impact individuals with behavioral health and/or substance use disorders
  2. Be physically and primarily located in one or more of the following counties: Broome, Chemung, Chenango, Cortland, Delaware, Otsego, Schuyler, Steuben, Tioga, or Tompkins
  3. Demonstrate increased volume of net new Medicaid Members served, or have a referral pathway for doing so

Preference will be given to organizations that bill Medicaid and organizations licensed as Article 31 and 32 clinics.

Opportunity 2: Capacity Building for Behavioral Health Programs RFP

 

We are inviting proposals from organizations across the region highlighting the work they are currently doing that could be expanded or iterated to address the extensive behavioral health and substance use needs of our region.

Care Compass would also like to receive proposals for initiating programs that are new to organizations but demonstrably evidence-based. We are particularly interested in projects that would serve individuals with Serious Mental Illness (SMI) and/or individuals dually diagnosed with SMI and substance use disorders (SUDs).

Organizations eligible for funding include those who:

  1. Provide services that impact people with behavioral health and/or substance use disorders; and
  2. Are physically and primarily located in Broome, Chemung, Chenango, Cortland, Delaware, Otsego, Schuyler, Steuben, Tioga and/or Tompkins Counties.

Preference will be given to organizations that bill Medicaid.
