Bouakham Rosetti, Senior Project Manager and the Program Director of the CCN Regional Trauma-Informed Care Network (RTIC) team was selected to serve as a member of the New York State Trauma Informed Network and Resource Center (TINRC) which is funded by the NYS Office of Mental Health (OMH). The goal of the Advisory Council is to guide and direct NYS TINRC activities and priorities, including planning for the quarterly and annual meetings.
Bouakham will be joining a diverse representation of 15 people across regions, sectors, races, ethnicities, genders, and experiences, who have a commitment to trauma-informed and equity-centered principles and practices individually and within their organization. The NYS TINRC envisions a New York State where all people and their communities can attain wellness and resiliency, and systems have the tools to support healing from toxic stress and trauma.
The Advisory Council prioritizes creating space for collaboration and sharing of stories and concepts that reflect the mission, vision, and values of the network. Together the network will leverage collective experiences and expertise to provide insights, build relationships, and expand trauma-responsive practices across NYS.

About Bouakham Rosetti
Bouakham Rosetti is the Senior Project Manager with Care Compass Network (CCN) and the Program Director for the CCN Regional Trauma-Informed Care Network (RTIC) which formed under her leadership in April 2019. Bouakham’s dedication and passion for trauma-informed care stems from the small acts of kindness and compassion she experienced as a frightened refugee child arriving in a foreign country, with no knowledge of the English language, wearing only a short-sleeve shirt and shorts. These moments plus others have helped to guide, heal, and save her. It has further strengthened her deep commitment to cultivating a more inclusive and resilient community where positive social connections are leveraged to enhance belonging, empathy, health, and social equity.
Through Bouakham’s expertise and leadership, the RTIC team’s enduring impacts are the creation, development, implementation, and management of the Annual Partnering for a Resilient Community Learning Symposium, CCN RTIC Trauma-Informed Care Pilot program, three Practical based TIC Implementation Framework Toolkits, and four successful TIC pilot transformations including primary care, schools, and a community-based organization across the Southern Tier region in 2020-2024.
Bouakham was recognized as a 2022 Unsung Hero at the “Let Us Dream Conference” by Binghamton University’s College of Community and Public Affairs for her dedication and trauma-informed care community work while spreading love, compassion, and empathy to make the world a better place. In June 2024, she was appointed to serve on a fifteen member New York State Trauma Informed Network and Resource Center Advisory Council (TINRC) which is funded by the NYS Office of Mental Health (OMH).
As a first-generation Laotian refugee immigrant, Bouakham is the first in her family to earn a college degree, fulfilling both her long-time aspiration and her parents’ dreams. Bouakham has earned a Bachelor of Science in Health Services Administration from Ithaca College, a Certificate in Integration of Behavioral Health in Primary Care from The University of Massachusetts Medical School, a Certificate in Practical Change Management from SUNY Corning, and the HANYS Healthcare Executive Leadership Program from Cornell University’s SC Johnson Graduate School of Management.
